In August of 2000, a good Trooper was killed in a car crash. Cpl Ted Foss, SP27, was on a traffic stop along I-90 in Southeast Minnesota. Ted had stopped a vehicle for a speeding violation. It was a clear and hot day with zero visual obstructions. Ted was at the drivers window on the violator and talking with the driver about the reason for the stop. At this same time, a semi truck had veered to the right, striking Ted's squad car and the violators vehicle and Ted. Corporal Ted Foss was dead at the scene, Since this horrific crash, we were able to create new law within Chapter 169.18 that says and we quote: Subd. 11. Passing parked emergency vehicle. When approaching and before passing an authorized emergency vehicle that is parked or otherwise stopped on or next to a street or highway having two or more lanes in the same direction, the driver of a vehicle shall safely move the vehicle to a lane away from the emergency vehicle. The language is very clear. If you are approaching an emergency vehicle parked on the shoulder: Move Over!! Use whatever means necessary to give us some room to work! Slow down, check your blind spot and move to the other lane! This applies to any emergency vehicle such as a State Trooper, Police Officer, Deputy Sheriff, Ambulance, Fire Truck or Tow Truck. Give us room to work. You have no idea what its like to stand on the fogline of a freeway and have traffic buzz by you at 70+ miles per hour. People ask us if we are afraid of being shot. We say, not near as much as being run over! Please, obey the law, use some common sense and Move Over!!
